In 1986, China’s grain production increased by more than 10 billion kilograms from the previous year. However, on the occasion of the autumn harvest, the prices of food in the farmers’ market were bullish. In some places, only during the three months of October-December, the food price rose by more than 10%. In the year of increasing production, food prices have risen. This is a phenomenon that has not occurred since 1954. At the same time, farmers are not free from available food. Various surveys have shown that farmers’ food is increasing. This situation is abnormal. Why do we have such a situation? There are numerous arguments: On the 1st, the gap between supply and demand is too great; on the 2nd, the local blockade dictates; on the 3rd, psychological factors are disrupted; on the 4th, the price of means of production rises too fast. Actually, this phenomenon is a reflection of the organization of grain circulation in China, and there is a string of changes between the reforms and the series of changes brought about by development.
