建设和谐社会的前提是社会均衡发展,而教育均衡又是社会均衡发展的前提。本文是作者根据2004年“上海教育年鉴”所作的研究,分别从人力资源、物质投入与现金支出三个方面,对各区县的教育差异进行了统计与分析,并就各区县影响基础教育发展的各种因素进行了汇总。当然,经济分析和量化研究并不能充分反映教育发展的整体状况,研究的方法和结论都可以进一步探讨。如何在科学发展观的引领下,研究基础教育发展面临的新情况、新问题,提出改革发展的新思路,希望各方人士不吝赐教。
