林业从生态方面看,拥有防风固沙,涵养水源,保持水土,调节气候,净化空气等作用。从经济方面看,林业不仅是我国国民经济的重要基础行业,也是农业部门的一个重要分支,对农村发展,农业增效,农民增收起着重要的作用。随着江总书记提出“再造秀美山川”的口号后,国家先后投资实施了十大生态林业工程,退耕还林工程和六大重点林业工程,上千亿的国家投资为林业的发展提供了千载难逢的机遇。根据森林具有强大的蓄水作用,阐述了林业生态建设的意义。
