为了加强行政事业性收费的管理,根据国家有关规定,对行政事业性收费实行许可证制度。经批准实施行政事业性收费的单位,包括各级党政机关及其事业单位、具有行政管理职能的经济组织和社会团体组织,都必须向物价部门申领收费许可证。只有领取收费许可证后,才能购买行政事业性收费的专用票据,实施收费行为。未领取收费许可证而收费,属非法行为。目前,收费许可证由各省、自治区、直辖市物价部门统一印制,内容包括:收费单位名称、单位负责人、地址、主管部门、开户银行及帐号、收费性质、收费范围、收费项目、收费标准、批准机关、批准文件名及文号和审验制度。各省(自治区、直辖市)、市(地、州)、县(市、旗)物价部门是收费许可证的颁发机关,分别负责对管辖范围内的收费单位发证。
