宏观控制微观搞活,是经济体制改革中,金融工作的重要任务。加强结算管理,是实现这个任务的重要手段。近几年,由于放松了结算管理,结算环节堵塞,资金流通不畅。企业结算资金占用逐年上升,企业间的资金相互拖欠,相互占用。为了维持企业正常生产和经营,银行不得不多投放贷款。而贷款放出以后,又不能按期回笼。这是银行信贷规模扩大的一个重要原因。结算资金的不合理占用,从个别企业难以看出问题。若从某个系统或整个社会观察,其规模越来越大,呈逐年上升趋势。据湖北省乡镇企业(乡级以上企业)的统计资料,1980~1984年,应收款平均每年递增29.3%;贷款余额平均每年递增45.3%。拖欠延付也比较突出。过去异地结算一般只需10天左右,现在需15天。
