政府部门吸纳公众意见、制定更为科学合理的公共政策是国家治理能力现代化的重要体现。以“网约车管理政策”为对象,研究公众反馈意见是否影响交通管理部门制定的“网约车管理政策”。首先采用网络爬虫技术,采集交通运输部网站中有关网约车管理政策征求意见稿的“各方观点”专题数据;然后基于概率主题建模(LDA模型),提炼得出公众对“网约车管理政策”的主要反馈意见,将其与“网约车管理政策”正式政策文本进行对比,得出政府部门在制定公共政策过程中确实采纳了相关的公众反馈意见,与此同时,针对网约车此前并未有明确的法律及规章制度,政府为保证行业能够最大化便利民众出行,最小化影响传统出行方式,在制定政策过程中着重对行业秩序及行为规范做了相关考虑。
