据《扬子晚报》报道,江苏泗洪县实行“干部引咎辞职”制度以来,对269名干部进行了测评,通过了15人引咎辞职,此举在当地引起极大反响。长期以来,由于在干部中没有建立起激励机制,使得不少人“滥竽充数”混在其中,无过即是功,他们常挂在嘴边的一句话是“没有功劳也有苦劳”。所以长期以来,选拔干部虽然提倡选贤用能、德才兼备,干部要能上能下,但实际上是上的多,下的少。实行“干部引咎辞职”制度,是对党对人民的事
