依托资源开发 促进经济腾飞——关于沿河自治县发展经济的思考

沿河土家族自治县位于贵州省东北角,地处湘鄂川黔四省边境邻近的武陵山区,总面积2461平方公里,县内山青水秀,气候温和,资源丰富,名特产多,奇丽而富饶。十一届三中全会以来,坚持了“一个中心,两个基本点”,使全县在经济上得到了较快发展。“八五”期间,全县生产总值年均增长18.11%,达32000万元,工农业总产值年均增长12.8%,总产达40000万元;其中,农业总产值年均增长11.1%;工业总产值年均增长24.1%;乡镇企业总产值年均增长28%,达13000万元,粮食生产年均增长6%,农民人均产粮272公斤,年均增长5.6%;财政收入年均增长18.2%,达2200万元。取得这些发展是省委、省政府领导的结果,是全县人民共同努力的结果。 一、发挥区位优势,是发展经济的前提 我国的东部、中部、西部三个经济带的发展水平,是与它的区位优势成正比的。交通发达、水陆方便、信息灵通、商品意识强。据此,沿河也应以此为鉴,发挥自己的区位优势。为什么呢?沿河自古黔川通道,为黔东北至川东南要害,乌江以南至北纵贯全境,被称为:“乌江黄金水道。”轮船可由余庆县境内经思南、德江、沿河、彭水、武隆等县达涪陵市入长江。有省乌江轮船公司、县航运公司、乡镇企业航运公司和个体联营等多种航运企业,常年运输。四川省酉阳、秀山自治县在沿河也建起?
