请示和报告都是上行公文,常常被混淆使用,但实际上是有明显区别的两类文种。一是行文目的、用途不同。这是两类文种最基本的区别。请示旨在请求上级批准、指示,需要上级审批,重在呈请;报告是向上级汇报工作、反映情况,提出意见或建议,答复上级询问,一般不需上级答复,重在呈报。二是呈报时间不同。请示需要事前行文,不能“先斩后奏”;报告一般在事后或者工作进行过程中行文。这正如平常工作中所说的“事前要请示,事后要报告”。三是主送机关不同。请示一般只主送一个直接上级机关。不宜多头、多级主送,以免因责任不明、或者互相推诿影响到办文效率和质量。即使受双重领导的机关、单位上报请示,也
Both petitions and reports are upside and often confused, but in fact there are two distinct types of language. First, the purpose of writing, use different. Should not be long, multi-level main delivery, so as to avoid responsibility unknown, or pushing each other to affect the efficiency and quality of writing.
