6月13日,走过了30年零1个月的《美苏关于限制反弹道导弹系统条约》(以下简称《反导条约》-ABM Treaty)寿终正寝。由于美国的单方面退出,该条约从此结束了其历史使命。为说明不再受该条约约束,美国于当天晚上在太平洋中部海域进行了以往《反导条约》所禁止的第一次海基反导拦截试验(参阅本刊7月上半月版第64页)。此举象征着美国国家导弹防御系统建设已开始进入新阶段,其海基反导系统的发展又向前迈出了重要一步。
On June 13, the 30-year and one-month “U.S.-Soviet Treaty on the Limitation of Anti-Ballistic Missile Systems” (“ABM Treaty”), which passed 30 years and 1 month, came to an end. Since its unilateral withdrawal from the United States, the treaty has thus ended its historic mission. To explain that it was no longer bound by the treaty, the United States conducted the first sea-based anti-missile interception test banned by the previous ABM Treaty in the central Pacific Ocean that night (see page 64 of the first half of July of this edition) . This move symbolizes that the U.S. national missile defense system construction has begun to enter a new phase and its development of the sea-based anti-missile system has taken another important step forward.
