新疆的能源资源禀赋具有明显优势,但在工业化过程中,能源消耗量大、利用率低下的问题始终存在,因此造成的生态和环境问题十分严峻。本文建立能耗DPG模型,对新疆工业部门的能耗偏离量进行了分解,并对其影响因素进行了研究。结果发现,影响工业能耗量变动的主要正面因素是能耗强度的变化,其次是对本地产品的最终需求,生产技术进步的作用很小;而主要的负面因素是调入替代的增加。工业部门的节能效果也主要是依靠少数几个资源型行业的拉动。从长期看,调整工业结构、提高生产技术水平才是新疆工业节能降耗的根本途径。
In Xinjiang, energy and natural resource endowments have obvious advantages. However, in the process of industrialization, the problems of large energy consumption and low utilization rate always exist, resulting in serious ecological and environmental problems. In this paper, DPG model of energy consumption is established to decompose the deviations of energy consumption in the industrial sector in Xinjiang, and the influencing factors are studied. The results show that the main positive factors that affect the change of industrial energy consumption are the changes of energy intensity, the second is the final demand for local products, the effect of production technology progress is small, and the main negative factor is the increase of replacement. The energy saving effect of the industrial sector is also mainly driven by a few resource-based industries. In the long run, adjusting the industrial structure and raising the level of production technology are the fundamental ways for energy saving in industries in Xinjiang.
