发展大计,人才为本。医院系统如果缺乏优秀的医学人才、合理的人才梯队以及有效的人才吸引手段,就不能稳定医疗机构的人才队伍,医院的健康持续发展就无从谈起。党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》指出,“要建立科学的医疗绩效评价机制和适应行业特点的人才培养、人事薪酬制度”。这具有鲜明的现实针对性和指导性。
