传统公共行政的培训项目建立在制造业为导向的工作理念之上,强调效率和目标的达成,忽略了对情绪技能的培养,从而使公共管理从业者产生了行政理论和实践相脱节的感受。实际上,公共服务主要是涉及到人与人的工作,情绪劳动在这类工作中具有至关重要的地位。本文旨在论述为什么这些情绪技能是重要的,它们在美国公共事务与管理学会(NASPAA)2009年制定的标准中如何呈现,以及如何将其纳入现有课程体系。
Traditional public administration training programs are based on the concept of manufacturing-oriented work, emphasizing the attainment of goals and objectives, neglecting the development of emotional skills, and leaving public management practitioners with a sense of disengagement of administrative theory and practice. In fact, public service mainly involves people-to-people work, and emotional labor plays a crucial role in such work. This article aims to demonstrate why these emotional skills are important, how they are presented in NASPAA’s 2009 standards, and how they can be incorporated into existing curricula.
