黄淮海地区农田灌溉是一个复杂的多元问题。笔者在总结国内外类似地区古今正反两面的经验和个人近三十年来在这一地区从事农田灌溉科技工作的实际体会,认为在本地区兴修农田灌溉必须因势利导、因害设防、利害统筹、水利上标本兼治;面向水情不稳的水文特征,落实到水资源的时—空调度、以变应变,看水办事,流域开发的宏观与具体灌溉设施的微观相统一,灌溉农业与旱田农业相结合;以利用降雨为基础(田间),地上水与地下水联合运用,开源与节流并举,以水资源规划(水源建设规划)统帅全局,从山区到平原,形成符合当地水文特征的流域系统。并着重分析按作物需水规律和灌溉制度作出合理经济用水的决策和科学用水的依据。本文是笔者五十年代以来对本地区农田灌溉问题所写作的几篇专论的续篇。其中较主要的几篇篇名见文末所附参考文献目录。
Farmland irrigation in the Huang-Huai-Hai region is a complex and complex issue.
