现阶段,我国教师流动存在“目的地”界定不具体、各地教师流动政策落实、创新力度弱、教师呈“单向度、功利化”流动等问题。这制约了师资合理配置的进程,阻碍了教育公平的实现。反观邻国日本,教师流动政策趋于完备,各地积极主动创新,福利保障优越,促进了教师流动的开展。借鉴日本“教师定期流动”举措,以期对我国带来一定借鉴与启示。
At this stage, there is a lack of definition of “destination” in the flow of teachers in our country. The implementation of the teacher flow policy in various places is weak and the teachers are in a “one-way, utilitarian” flow. This restricts the process of teachers’ rational allocation and hinders the realization of education fairness. In contrast, Japan, a neighboring country, has become a teacher-mobility policy that is proactive and innovative in all localities. Its welfare benefits are excellent and the flow of teachers is promoted. Draw lessons from the Japan “teachers regular mobile ” measure, with a view to bring some reference and inspiration to our country.
