绩效管理是实现税收管理科学化、执法规范化和队伍发展持续化的有力抓手。广东省珠海横琴新区地税局2012年初建立的“海琴”绩效与能力提升体系,在涵盖全局工作人员岗位绩效指标的基础上,形成绩效管理、能力评价、教育培训相互促进、螺旋上升的闭环体系,大力提升了纳税服务效能,提高了队伍核心竞争力,成为各项工作齐头并进的强大助推器。
Performance management is a powerful tool to achieve scientific management of tax revenue, standardization of law enforcement and continuous development of the team. Performance System of “Hai Qin” established by Local Taxation Bureau of Hengqin New District, Zhuhai, Guangdong Province, established in early 2012, has formed a system of performance management, competency evaluation, education and training based on the performance indicators of global staff. Closed loop system, which has greatly enhanced the efficiency of tax service and raised the core competitiveness of the team, making it a powerful booster for all work to go hand in hand.
