我省农村推行税费改革试点改革以来,基层农税征管队伍的现状已明显不能适应改革的要求。随着农税征管任务加重,征收难度加大,对税收执法要求的提高,农税征管过程中的各种矛盾和问题也日渐显露出来。建立具有执法资格的农税机构和高素质的农税征管队伍,已成为开展农村税费改革、确保农税征管任务完成的迫切需要。针对这个问题,我们选择湖区、平原、丘陵、山区各具一定代表性的地区进行了调研。以下是在初步调研的基础上,从管理体制、机构设置、人员编制配备等方面,对建立健全我省新的农税征管组织体系进行的一些思考。
Since the implementation of the tax-fee reform pilot program in rural areas of our province, the status quo of grassroots tax collection and management teams has obviously failed to meet the requirements of the reform. With the aggrandizement of collection and management tasks of agricultural tax, the difficulty of collection increases, and the requirements for the enforcement of taxation law, various contradictions and problems in the collection and management of agricultural tax have become increasingly apparent. The establishment of a tax-paying agricultural institution qualified for law enforcement and a high-quality agricultural tax collection and management team has become an urgent need to carry out the reform of rural taxes and fees and ensure the completion of the task of collecting and managing agricultural taxes. In response to this problem, we have chosen Lake, plains, hills, mountains have a representative area of the survey. The following is based on the preliminary research, from the management system, institutional settings, personnel preparation and other aspects, to establish and improve our province’s new tax collection and management system for some thinking.
