在我国,由于社会经济发展的历史和现实原因,学前教育发展存在地区间、城乡间、不同性质的机构间、不同阶层间的不均衡现象,学前教育在受益面、教育物质条件、师资等方面存在很大的差别。这种差别涉及广大人民群众和无数年幼儿童的根本利益,也是关系到社会公平正义的重大问题。逐步缩小这些差距,是实现社会均衡发展的重要内容和途径,是和谐社会建设的重要内容和途径;逐步缩小这些差距,是政府重要的职责和使命。如何让广大人民群众共享改革开放的成果,如何通过积极稳妥的政策重构学前教育的投入体系,使学前教育真正得到科学的、可持续的发展,是当前各级政府应该深入思考的问题。
