中国行政学在表面繁荣下存在着身份危机,本土化不足是其身份危机的重要原因,加强行政学的本土化有利于中国行政学获得其学科尊严,更好地发挥其实践指导作用。政治与行政是行政学非常重要的命题,可从功能和价值取向两个维度进行审读。行政学的发展,大致历经传统公共行政、新公共行政、新公共管理、新公共服务、整体性治理几个阶段,每个阶段的直接或隐含的逻辑起点均是从功能或价值取向的角度对政治与行政认可或重新认定,在这个意义上,政治与行政是行政学的元命题。对行政学元命题的本土化便显得特别有意义,我们可以通过批判性吸收和本土化改造实现对这对元命题的超越,从而有助于缓解直至最终摆脱中国行政学的身份危机。
Under the superficial prosperity, there exists an identity crisis in Chinese administrative science. The insufficient localization is an important reason for its identity crisis. Strengthening the localization of administrative science is beneficial to that Chinese administrative science obtains the dignity of its discipline and gives better play to its practical guidance. Politics and administration are the very important propositions of administration, which can be read from the two dimensions of function and value orientation. The development of administration studies goes through several stages of traditional public administration, new public administration, new public administration, new public service and holistic governance. The direct or implicit logical starting point of each stage is from the perspective of function or value orientation Recognition or re-recognition of politics and administration, in this sense, politics and administration are the meta-propositions of administration. The localization of the proposition of the administration of study element is of particular significance. We can surpass this meta-proposition by means of critical absorption and localization reform, which can help to ease the identity crisis until finally getting rid of the administration of China.
