2001年“9·11事件”爆发后,美国总统布什宣布美军开始进行反恐战争。但经过6年多的反恐战争,美军非但没有铲除恐怖势力,反而面临着更加严峻的安全形势,担当反恐战争主力地面部队承受着越来越大的压力。在这种背景下,美国国内不少军政界要人提出扩大美国地面力量的设想。该设想一经出台便引起了多方的争论,不久前美国两位防务专家撰文对这一问题进行了系统的分析,明确表示反对简单的扩大地面部队的规模,而应通过适当的重组使其适应未来的需求。
