“十一五”期间,我省“一主四辅”的民航机场建设布局规划稳步推进,航空运输持续、较快增长。全省旅客吞吐量、货邮吞吐量和起降架次年均增长率分别达到18%、24%和14%,均高于行业和东北地区平均水平。特别是长春龙嘉国际机场,2009年旅客吞吐量达到387.8万人次,年均增长率超过22%。在民航业快速发展的大背景下,我省机场建设发展过程中还存在一些突出问题:利益相关方缺乏整体合作;各级政府配套扶持措施力度不够;航空运输市场整体运力投放不足;机场管理职能执行主体缺位等。必须采取行之有效的措施,妥善解决制约发展的关键问题,才能实现我省民航机场全面、协调、可持续发展。
During the “Eleventh Five-Year Plan” period, the layout of the construction of civil airport in our province “one main, four auxiliary” steadily progressed, and the air transport continued to grow rapidly. The province’s passenger throughput, cargo and mail throughput and take-off and landing each year average annual growth rates reached 18%, 24% and 14%, higher than the industry and the Northeast average. In particular, Changchun Longjia International Airport, passenger throughput in 2009 reached 3.878 million passengers, an average annual growth rate of over 22%. In the background of rapid development of civil aviation industry, there are still some outstanding problems in the process of airport construction and development in our province: the lack of overall cooperation among stakeholders, the insufficient support of supporting measures at all levels of governments, the insufficient delivery of overall capacity in the air transport market, the airport management function Executive body absence and so on. We must take effective measures to properly solve the key issues restricting development in order to achieve a comprehensive, coordinated and sustainable development of civil aviation airport in our province.
