The incidence of children is about 0.1% ~ 3%, in the United States and the former Soviet Union incidence of about 1% to 3%. According to the 1988 National Conference on Mentally Handicapped, there are currently over 2 million moderate and severely mentally retarded children in the country and nearly 25 million mildly mentally handicapped. In 1994, we have 231 mentally retarded students in the four augmented schools in the city.
