1937年,卓尼世袭土司兼洮岷路保安司令杨积庆及家属,被其部下姬从周杀害于博峪村,史称"博峪事变".事变后,经多方博弈与妥协,甘肃省政府藉善后之机"改土归流",设立卓尼设治局,从此国家基层政权进入卓尼藏区,开启了世俗性国家政权对卓尼藏区地方政教体系的更替进程,引发了卓尼藏区基层政治体制的裂变与政治合法性基础的重构.
