白云湖地区是城市北部地区推进建设宜居城市的主体功能新区之一,保证城市发展效率的同时,维护住房发展公平仍然是规划的核心价值之一。研究通过对比广州保障型住房现状与目标的差距,提出通过“总量控制,政府主导,市场捆绑,租售并举、挖掘存量”的策略推进保障型住房供给;适度发展传统服务业,为中低收入人群提供就业机会;结合公共交通进行空间布局,降低通勤成本等方式推进白云湖地区生态宜居新城的建设。
Baiyun Lake is one of the main functional areas for promoting the construction of livable cities in the northern part of the city. To ensure the urban development efficiency while maintaining the fairness of housing development is still one of the core values of the planning. By comparing the gap between the status quo and the target of affordable housing in Guangzhou, this study proposes that the supply of affordable housing should be promoted through the strategy of “total control, government domination, market bundling, rent and sale simultaneously, and stock expropriation ”. The traditional service industry should be modestly developed for Low-income groups to provide employment opportunities; combined with public transport space layout, reduce commuting costs and other ways to promote ecological Baiyun Lake livable new city construction.
