概要介绍了城市综合防灾示范研究课题的主要成果。通过对试点城市———唐山市综合防灾示范研究,探讨了地震触发水患、岩溶塌陷和采空区塌陷等有关问题,提出了城市地质灾害的综合评价方法;在对房屋和生命线系统的抗灾能力和薄弱环节分析的基础上,探讨了城市抗御连发灾害和次生灾害的能力;并对单级、多级和多目标决策分析在防灾减灾工程中的应用进行了研究,给出了城市不同灾害作用设防标准的协调;研制了城市综合防灾计算机信息系统,该系统既是城市综合防灾研究的信息、知识决策的成果,同时也为我国城市工程建设管理现代化迈出了坚实的一步。
Outlined the main results of the urban disaster prevention demonstration research project. Through the demonstration study on the comprehensive prevention and control of disasters in Tangshan City, a pilot city, the issues related to earthquake triggered flooding, karst collapse, and goaf collapse have been discussed. A comprehensive evaluation method for urban geological disasters has been proposed; and disasters in housing and lifeline systems have been addressed. Based on the analysis of capability and vulnerability, the ability of the city to resist continuous and secondary disasters was discussed; and the application of single-level, multi-level, and multi-objective decision analysis in disaster prevention and reduction projects was studied. Coordinating the city’s fortification standards for different disasters; developed the city’s comprehensive disaster prevention computer information system, which is not only the result of information and knowledge decision-making for the city’s comprehensive disaster prevention research, but also a solid step for the modernization of China’s urban engineering construction management. .
