开发海洋资源、发展海洋经济对于拓展国民经济和社会发展空间、加快转变经济发展方式、全面建设小康社会具有重大战略意义.加大海洋科技投入,促进海洋科技进步和创新是加快转变海洋经济发展方式的重要举措.根据海洋经济双对数生产函数模型,对我国11个沿海地区2001-2011年海洋经济面板数据的计量分析表明:海洋资本、海洋科技和海洋劳动的弹性系数均为正数;当3个要素投入每增长1个标准差,将引致海洋产出平均增长1.0412、0.1633、0.6837个标准差;海洋资本对海洋经济增长的贡献度最大,而海洋科技的经济增长贡献度最小,我国沿海地区海洋经济增长仍然表现为资本、劳动双要素投入驱动型.从优化主要海洋产业比重、调整海洋经济要素投入构成、提高海洋科技成果转化效益、发挥海洋科技人才主体作用等4个方面提出加快发展海洋经济的对策和措施.

The increase of 1 standard deviation for each of the three factors will lead to an average increase of 1.0412, 0.1633 and 0.6837 standard deviations in marine output. Marine capital contributes the most to marine economic growth while ocean science and technology make the smallest contribution to economic growth. Regional marine economic growth is still driven by the investment of capital and labor, which is proposed from four aspects: optimizing the proportion of major marine industries, adjusting the composition of investment in marine economy, improving the efficiency of transformation of marine scientific and technological achievements and giving play to the main role of marine science and technology personnel Countermeasures and measures of marine economy.
