自从我国高速公路从80年代起实现了零的突破,截止到2013年底,高速公路通车总里程达到10.4万公里,已超过美国跃居世界第一。高速公路要经营好、管理好,才能发挥其巨大的客、货运输潜力,获得显著的经济效益和社会效益。高速公路的管理体制、组织机构、收费设施、路政、交通安全、养护维修及绿化,服务以及综合开发等方面的运营管理工作又提出了新的课题。特别是我国加入WTO后,高速公路的管理更需一套行之有效的与之相适应的管理体制和经营方式。
Since China’s expressway achieved a zero breakthrough from the 1980s, by the end of 2013, the total mileage of expressways opened to traffic reached 104,000 km, surpassing the United States and ranking first in the world. To run a good highway, good management, in order to play its huge passenger and freight transport potential, access to significant economic and social benefits. Highway management system, organization, charging facilities, road transport, traffic safety, maintenance and greening, service and comprehensive development and other aspects of the operation and management work has put forward a new topic. Especially after China’s accession to the WTO, the management of expressways needs an effective set of management systems and modes of operation that are compatible with them.
