我国处于社会转型时期,价值观多样化的冲击及制度、监督体制的不完善及公务员自身素质的低下,造成公务员行为失范。从内因来看,主要问题来自我国对公务员个体行为自律能力培养重视不够。自律是行为的内在约束机制,加强对公务员行为自律能力的培养不失为杜绝行为失范现象的有效途径,有利于我国公务员整体队伍的建设。
China is in the period of social transformation, the impact of diverse values and systems, the imperfection of the supervision system and the low quality of civil servants themselves, resulting in the failure of civil servants. From the internal point of view, the main problem comes from China’s inadequate attention to the training of individual self-discipline of civil servants. Self-discipline is the intrinsic restraint mechanism of behavior. Strengthening training of self-discipline ability of civil servants is an effective way to stop the phenomenon of misconduct and benefit the construction of the overall ranks of civil servants in our country.
