Since late May 1954, heavy rains continued in the upper reaches of the Yangtze River and the whole province of Hubei, causing the water levels of the Yangtze River and Hanjiang River to rise rapidly. The counties and counties in 61 counties suffered a total of 9.89 million victims. After the disaster, late-autumn crops in Hubei Province were generally poorly cropped up. The masses did not know the grain purchase and did not understand the policy of mutual aid and cooperation. In addition, the cold and heavy snowfall in winter hit the spring of 1955, which resulted in continuous overcast and rainy weather. Enemies and counter-revolutionaries took the opportunity to sow discord and sometimes people were even more anxious. This article carries out a preliminary investigation of the spring shortage in 1955 in Hubei Province and the organization and measures of the Provincial Party Committee in carrying out the production campaign.
