2008年12月5日,发展改革委、财政部、交通运输部和国家税务总局联合发布公告,就《成品油价税费改革方案(征求意见稿)》向社会公开征求意见。2008年12月18日,国务院印发了《关于实施成品油价格和税费改革的通知》。2009年1月1日,改革方案正式实施。就此,酝酿十余年的燃油税费改革终于尘埃落定。这项凸显节能减排意义的改革,对于交通运输业影响很大。本刊记者以北京市为背景,选取出租车行业为样本,剖析燃油税费改革的意义、影响和深层次变化。
On December 5, 2008, the NDRC, the Ministry of Finance, the Ministry of Transport and the State Administration of Taxation jointly issued a public notice to solicit opinions from the public on the “Reform Proposal on Finished Products, Oil, and Taxes (Draft for Comment)”. On December 18, 2008, the State Council issued the “Notice on Implementing the Reform of Refined Oil Prices and Taxes and Charges.” January 1, 2009, the formal implementation of the reform program.
