1.对人员经费严格执行定额管理。近些年来,一些人吃惯了大锅饭,总觉得行政机关及一些全额拨款的事业单位旱涝保收。因此随着企业经营机制的转换,“分流”下来的人员千方百计地往行政事业单位调。到头来这些人员的经费要靠财政拨款给以解决。为使人员经费不出现赤字,上级主管部门应根据工作任务对各行政事业单位的人员经费严格执行定员定额管理。人员经费要与实际编制挂钩。超支财政不再负担。
