2014年1月,根据中共中央国务院关于深化我国医药卫生体制改革的总体要求和浙江省关于公立医院改革试点的指导意见,湖州市正式下发了《湖州市市级公立医院综合改革实施方案》,以坚持公立医院公益性质为主线,以维护人民健康权益为主要任务,以破除“以药补医”为切入点,以改革补偿机制和建立现代医院管理制度为重点,统筹推进医疗服务价格、医保结算支付、财政投入保障、医院运行监管等方面的综合改革全面展开。3年来,湖州市市级公立医院“以药补医”机制根本改变,收入结构不断优化,医疗费用得到合理控制,现代医院管理制度逐步建立,综合改革初见成效。文章通过收集2013-2016年市级公立医院财务年报相关数据,统计分析近三年的公立医院经济运行状况,总结公立医院综合改革的初步成效及存在问题,为下一步医改深化提供参考。
In January 2014, in accordance with the general requirements of the State Council of the CPC Central Committee and the State Council on deepening the reform of China’s medical and health system and the guidance on the pilot reform of public hospitals in Zhejiang Province, Huzhou City formally issued the Implementation Plan for the Comprehensive Reform of Municipal Public Hospitals in Huzhou City, To adhere to the public hospital nature of the main line of public welfare to safeguard the rights and interests of the people as the main task to get rid of “medicine” as the starting point to reform the compensation mechanism and the establishment of a modern hospital management system as the focus to promote the medical service price , Medical insurance settlement payment, financial investment protection, hospital operation supervision and other aspects of the comprehensive reform in full swing. Over the past three years, Huzhou Municipal Public Hospital has fundamentally changed the mechanism of “supplement medicine by doctors”, continuously optimized its income structure, reasonably controlled medical expenses, and gradually established a modern hospital management system. Comprehensive reform has achieved initial success. By collecting the data of financial annual reports of municipal public hospitals from 2013 to 2016, this paper statistically analyzes the economic operation of public hospitals in recent three years, summarizes the preliminary results and existing problems in the comprehensive reform of public hospitals, and provides reference for further deepening medical reform.
