一、推行股份合作制是农村深化改革的需要,是广大农民的又一创造。农村实行家庭联产承包责任制,调动了千家万户的积设性,使农业生产获得了巨大发展。这是党在农村的一项基本制度,仍具有旺盛的活力,是今后相当一个时期对农村生产力发展起作用的基本因素和力量。同时,也要看到,随着农业生产的持续稳定发展和农村经济领域的不断扩大,实践中遇到了许多迫切需要解决的新问题。突出地表现在三个方面:第一,迫切需要解决集体资产权属不清的问题。 First, the implementation of the joint-stock cooperative system is the need for deepening the reform in rural areas and another creation for the vast majority of peasants.
