在传统的计划经济模式下,省区经济仅仅作为国民经济总体布局的一个要素来加以考虑和设置的。它的内部产业结构、生产力诸要素的配置等,只能无条件地服从国民经济的宏观构造。这样,省区经济的垂直关系强化,水平联系微弱。很显然,这种生产力的宏观构造模式,反映了高度集中的计划经济体制的特征,市场机制几乎不起什么作用。在这种条件下,省区经济独立的意义不大。
In the traditional mode of planned economy, the economy of the provinces and autonomous regions is only considered and set as an element of the overall layout of the national economy. Its internal industrial structure and the allocation of various elements of productive forces can only be subject to the macroeconomic structure of the national economy unconditionally. In this way, the vertical relations between provinces and municipalities are intensified and their horizontal links are weak. Obviously, the macro-structural model of this productive force reflects the characteristics of a highly centralized planned economy system, and the market mechanism hardly plays any role. Under such conditions, the economic independence of provinces and autonomous regions is of little significance.
