同志们、朋友们: 中国经济特区建设的十年,是艰苦奋斗、开拓创新、取得巨大成就的十年。广东学术界为探讨、研究特区建设和发展而举办的第四次大型的集体研讨的学术活动——“经济特区创办十周年理论研讨会”已历时四天,经过与会代表的努力,已基本上完成了大会本身规定的任务,即将结束。我受会议领导小组的委托,向大会作一“小结”发言。昨天晚上,会议领导小组举行会议,一致认为这次研讨会是开得好的,取得了积极的成果,本次研讨会是在全国贯彻治理整顿方针、经济状况逐步好转,经济特区建设取得巨大成就的形势下召开的。会议本着“总结过去、开创未来”的宗旨,充分肯定了经济特区建设的成就,同时探讨了特区建设过程中面临的新情况、新问题,就特区的未来发展提出了一些建设性的意见。与会代表一致认为:特区十年建设为未来发展打下了良好的基础,我们面对着新的环境、新的矛盾,只要特区建设者们以及有关部门同心协力,
