金融危机对包括中国在内的世界经济和贸易产生了重大影响国内出口企业如何准确认识金融危机的冲击及其后果,采取积极有效的应对措施,在降低风险、减少损失的前提下谋求更好的生存和发展,已经成为一个迫在眉睫的问题。国务院决定自2008年12月1日起,调高部分劳动密集型产品、机电产品和其他出口受影响较大产品的出口退税。在一个多月的时间里再次上调出口退税率,其密度和幅度均为近年罕见,显示政府在促进出口政策方面的取向明确、动作迅速、力度加大。但是,种种迹象表明,中国出口行业总体上面临的困难形势仍将持续。企业仅仅依靠等待政府施以援手是不足取的,也是有限度的,更是有外部约束的。

However, there are indications that the overall difficult situation facing China’s export industry will continue. It is not enough for an enterprise to rely solely on waiting for the government to provide its aid. It is also limited and externally constrained.
