国务院发展研究中心国际技术经济研究所(ITEI)研究员、课题主持人潘石英,退役前是军事科学院战略研究室主任。潘教授长期潜心研究战略问题,著述颇丰。冷战结束以后,他除推出《现代战略思考》等专著外,还在中英文报刊上就海洋战略问题连续发表文章,是在国内外有影响的海洋战略专家之一。海洋占地球面积的70.8%,就整个地球而言,陆地不过是大片海洋中的一些大小岛屿。人类对海洋的认识经历了漫长的发展过程之后,如今已纷纷加快了进军海洋的步伐。在这种情况下,国际社会中的海洋争端也进一步凸显出来。中国面临着诸多海洋权益争端,其中南沙群岛及其附近海域的主权之争,已是当今世界上争议面积最大、多国交叉争议最为激烈的一个地区。面对有关各国纷纷向中国提出主权要求,并且长期以来各执一词、相持不下的状况,本刊记者日前采访了潘石英教授。
Pan Shiying, researcher at ITEI Institute of State Development Research Center and former director of Strategy Research Office of Academy of Military Science before his retirement. Prof. Pan devoted himself to studying the strategic issues for a long period of time. After the end of the Cold War, in addition to his monographs such as “Modern Strategic Thinking,” he published articles on maritime strategic issues in both Chinese and English newspapers and was one of the influential marine strategic experts at home and abroad. The oceans account for 70.8% of the Earth’s surface, and on the whole Earth, the land is just some of the islands in large oceans. After human’s understanding of the oceans has gone through a long process of development, they have now accelerated the pace of marching into the sea. Under such circumstances, the maritime disputes in the international community have also been further highlighted. China is facing many disputes over maritime rights and interests. The dispute over the sovereignty over the Nansha Islands and its adjacent waters has become the most controversial area in the world today and the area where many countries cross the most controversial dispute. The face of the countries concerned have to China’s claim of sovereignty, and for a long time each stick, the state of stasis, our correspondent recently interviewed Professor Pan Shiyi.
