通过对干部岗位职责的梳理和细分,运用岗位胜任力理论,公安机关可以初步构建干部队伍岗位胜任力模型,继而形成胜任力下的履职绩效考评体系,这对激发公安机关干部队伍的内隐胜任力起到了一定的作用。由于研究有限,岗位胜任力的导向尚未确立,岗位职责还有待细分和评定,激励机制尚有欠缺,只有将这三者紧密结合,岗位胜任力这一先进理念才能在公安机关得到有效应用。
Through combing and subdividing cadres’ post responsibilities and applying the theory of job competency, the public security organ can initially construct the job competency model of cadres and then form a performance appraisal system under the competence of competing cadres.
