开展委托管理,是解决目前一些地区中小学教育不均衡问题的有益探索。中小学校委托管理的特征是保持被委托学校的所有权,转换管理权,强校带弱校,有效辐射优质学校的教育资源,以实现区域教育的均衡发展。在相关政策的制定中,应体现目标性政策、核心性政策和保障性政策的结构性特点。在政策制定和实施中,应坚持“变”与“不变”的统一、行政意志与协商交流的统一、制度约束与道德支撑的统一以及“做加法”与“做减法”的统一。
Carrying out entrusted management is a useful exploration to solve the current imbalance in primary and secondary education in some areas. The characteristics of the commissioned management of primary and secondary schools are to retain the ownership of the school entrusted, to change management power, to strengthen schools with weaker schools and effectively radiate the educational resources of quality schools in order to achieve a balanced development of regional education.
