基层的工会是与基层的职工直接接触的一个机构,具有一定的普遍性。基层工会积极开展工作对于基层职工的向心力和凝聚性都有极为重要的作用,更有利于构建和谐的企业和社会。努力消除各种不和谐的因素,能将基层工会所起到的桥梁功能发挥到最大,采取各种各样的工会活动是确保工会在构建和谐企业作用中的充分保证,不断深入开展调研和完善工会组织、不断创新工作的方式,是构建和谐社会在新形势下所提出来的要求。
