由于渤海浅水区及黄河三角洲地区环境特殊,自然条件复杂多变,钻井平台在勘探施工过程中受到风、浪及海流的影响较大,加上海底为粉砂组成的松散的超软地基,常造成液化和冲刷淘空,致使钻井平台发生倾斜、下沉和移位,甚至无法进行钻井。为解决这一严峻问题,胜利油田浅海工程公司于1986年11月10日至14日在山东龙口举办座底式钻井平台防淘空、滑移技术研讨会。与会人员有胜利油田及有关大学的专家教授30余人。
