在海洋石油工程股份有限公司国际化道路不断拓展的背景下,通过借鉴国际项目先进做法与理念,可以进一步提升国际竞争力。管理体系作为企业核心价值所在,具有极高的借鉴价值。泰国某项目作为海工国际总包项目,采用在业内具有很高权威性的道达尔管理体系。因此,以HSE管理为切入点,将其与海工公司进行对比分析。在整体框架方面,从结构合理性、要素齐全程度、国际标准符合度整体评估了海工公司HSE管理体系。在详细内容方面,对比分析了内容完整性和制度执行力,找到了差异所在,并分析了差异导致的影响,最终提出建议措施及处理办法。涉及问题在国内项目管理中具有较强代表性,因此建议措施及分析理念具有一定的推广意义,希望对提升国内项目管理水平起到积极作用。
In the background of the internationalization of Offshore Oil Engineering Co., Ltd., we can further enhance our international competitiveness by drawing on the advanced practices and concepts of international projects. Management system as the core value of the enterprise, with a high reference value. A certain project in Thailand, as a contractor for offshore industry, adopts Total’s management system with high authority in the industry. Therefore, HSE management as a starting point, compared with the offshore company. In terms of overall framework, HSE Management System of Offshore Company was assessed from the aspects of structural rationality, completeness of elements and conformity with international standards. In detail, the content integrity and system execution are compared and analyzed, the differences are found, the differences caused by the differences are analyzed, and finally the suggestions and measures are put forward. The issues involved are highly representative in the project management in China. Therefore, the suggestions and analytical concepts have certain promotion significance and hopefully they play a positive role in enhancing the project management level in China.
