本文通过对长江三角洲部分城市投资政策环境的个案比较调研 ,结合理论分析 ,指出了西部大开发在改进投资政策环境中应该注意的关键问题 :即致力于地方社会资本的培植、信任关系的建立与维系 ,在积极融入全球化进程、克服地方特殊主义 ,走向普遍主义的同时 ,注重引导和弘扬地方特色与传统文化 ,以获得长久的动力 ,求得真正的可持续发展 Based on the case studies of the investment policy environment in some cities in the Yangtze River Delta and theoretical analysis, this paper points out the key issues that should be noticed in the development of the western region in the policy of improving investment policy: to cultivate the local social capital, to establish the relationship of trust and While actively integrating into the process of globalization, overcoming the specialism of the localities and moving toward universalism, we should pay attention to guiding and promoting local characteristics and traditional culture in order to gain lasting momentum and achieve real sustainable development
