国务院总理李克强11月20日主持召开国务院常务会议,决定整合不动产登记职责,建立不动产统一登记制度,“推动建立不动产登记信息依法公开查询系统,保证不动产交易安全,保护群众合法权益”。与房屋查询系统相比,不动产登记涉及土地、房屋、草原、林地、海域等方方面面,之于反腐的意义更大,之于隐私的风险也更大。如何扬长避短,充分运用好这一制度,就必须厘清反腐与隐私边界,处理好二者的关系。具体来说,就是要遵循三个原则。

It is more significant for anti-corruption and more for privacy. How to avoid weaknesses and make full use of this system, we must clarify the anti-corruption and privacy boundaries, handle the relationship between the two. Specifically, we must follow three principles.
