随着经济建设的不断发展和国有企业改革的深入,采用劳务派遣用工方式的企业不断增多,劳务派遣单位也随之增多,劳务派遣人员的数量更是迅速上升。我国劳务派遣迅速发展也引发了一系列的问题,如劳务派遣单位参差不齐、监管淘汰机制不完善,劳务派遣人员归属感低,劳务派遣人员稳定性低,增加人力资源管理难度,劳务派遣人员权益易受侵害,维权难等。针对这些问题,笔者分别从政府管理部门、劳务派遣单位、用工单位和劳务派遣人员这几方面提出相应的对策与建议,进一步完善我国劳务派遣制度,使其能够有序稳定发展。
With the continuous development of economic construction and the deepening of the reform of state-owned enterprises, the number of enterprises employing labor dispatching and employing workers has been on the increase. The rapid development of labor dispatch in our country has also caused a series of problems, such as uneven dispatch of labor dispatching units, imperfect supervision and elimination mechanism, low sense of ownership of dispatched workers, low stability of dispatched workers, difficulty of human resource management, dispatch of labor dispatchers Rights and interests are easily infringed, and rights protection is difficult. In response to these problems, the author from the government departments, labor dispatch units, labor units and dispatch workers in these areas put forward the corresponding countermeasures and suggestions to further improve China’s labor dispatch system so that it can orderly and stable development.
