胡主席深刻指出,军队建设能不能搞好,军事斗争准备能不能真正落到实处,军队能不能完成肩负的历史使命,关键在领导干部,关键在各级党委领导班子。这一重要指示为推进部队建设科学发展指明了方向。各级党组织一定要大力加强能力建设和先进性建设,努力为推动部队建设又好又快发展提供坚强保证。
Chairman Hu profoundly pointed out: Whether the building of the armed forces can work well or not and whether preparations for military struggle can really be carried out and whether the military can fulfill its historic mission are the key to leading cadres. The key lies in the leading bodies of party committees at all levels. This important instruction points out the direction for advancing the scientific development of army building. Party organizations at all levels must vigorously step up capacity-building and building the advanced nature, and strive to provide a strong guarantee for promoting the sound and rapid development of army building.
