本文通过对国内外应急指挥及辅助决策系统研究现状分析的基础上,结合高速公路的实际情况设计了应急指挥及辅助决策系统的总体架构、功能及流程;针对不同交通事件提出了对应的应急管理预案,以保证救援的及时性为目标,提出了高速公路紧急救援资源配置的原则及优化评价指标;根据路网中交通事故发生的区域概率、事故数和事故等级等建立了资源优化调度模型;实现了与应急指挥调度各子系统互联的发布系统。
