《禁毒法》颁布以来,诊断评估工作作为强制隔离戒毒工作的一项重要内容,在各省、市、自治区强戒所普遍开展开来。作为一项新工作,各省、市、自治区强戒所在实践操作中都或多或少地碰到了一些难题,诸如:诊断评估奖励面太小,诊断评估办法操作不强,诊断评估流转周期过长①;执行机关问题,决定机关问题,诊断标准等②;可行性有待商榷,缺乏有效抓手,可操作性不强,强制隔离戒毒人员(以下简称“强戒人员”)中不同的声音等问题③。
