“治汾保库，脱贫致富”提汾河上游地区治理要实现的目标，汾河上游各县（市、区）各级各部门要统一认识，把治汾、扶贫、引黄、世行贷款等工程统一到改善生态环境建设上来。要重视对生态环境的保护，逐步实行陡坡耕地退田还林还草，大力发展具有特色的水保产业。二期治汾要进一步深化经济体制改革，放开、放活山区“四荒”地政策。应鼓励土地、水面的承包权及林木的所有权以有偿转让、租赁、抵押、委托经营和折价入股等形式向各种经济组织或承包大户集中，形成适当规模经营。
