蔬菜是广大人民群众的生活必需品,把蔬菜价格稳定在一个相对合理的水平上是深化价格改革的需要。1993年入冬以来,在全国范围内出现了蔬菜价格大幅度上升的势头。据统计,1993年11月份,全国35个大中城市中,有23个城市的鲜菜价格比上年同期上涨30%以上。南京市1993年鲜菜价格总水平比上年上涨27.5%,其中12月份竟比上年同期上涨1.1倍。“小小‘菜篮子’关系到千家万户,也关系到社会的稳定”。本文拟对蔬菜价格上涨的原因及其对策进行探讨。 一、蔬菜价格上涨的主要原因 1、蔬菜的种植面积减少,人口增多,供求矛盾突出。近几年来,南京市对事关居民切身利益的“菜篮子”工程投下了大量的人力、物力和财力,建立了比较配套的蔬菜基地,从而大大地提高了蔬菜生产水平,对全市蔬菜市场的基本稳定发挥了巨大的作用。然而,由于市政建设的纷纷上马,不少近郊的菜地被征用,南京市原有水利设施配套、土质适宜、产量较高的蔬菜基地6万亩,目前已降到4.5万亩。至于对新菜地的开发,则由于资金的不足而难以在近期内收到预期的
